Sifu Kuo has been involved in the martial arts since the age of sixteen, initially training in wushu and choy lay fut. He started learning WingTsun in 1999, after literally running into the back of an instructor while in college. Sifu Kuo is a private student of his Dai-sibak, Sifu Elmond Leung (4th Level Technician). He also trains under the guidance of Sikung Leung Ting and other Hong Kong instructors when time permits. He counts among his good friends, training partners, and colleagues Sifu Jung-soo Park, the head instructor of Korea, Sifu Alex Richter, the head instructor of New York City, and Sifu Robin Tsang of the IWTA headquarters. As of March 2009, he is the only US instructor to have taken and passed the examination for 3rd Level Technician in Hong Kong.

Sifu Kuo visits City WingTsun regularly and teaches workshops whenever the schedule allows.
